Lessons Learned ~ Success
from the DM932 Oil Spill On the morning of
July 23, 2008, T/S TINTOMARA collided with American Commercial Lines
T/B DM932, near downtown New Orleans, Louisiana. Initial reports
were that the spill was over 380,000 gallons of #6 fuel oil. The
volume was later reduced to 270,000 gallons when one tank was found
to be undamaged during the salvage and lightering
process. Following the discharge, a Unified Command was
established. Response assets consisted of over 108 work boats,
6 barges, 35 skimmers, 14 vacuum trucks and 5 Oil Spill Removal
Organizations(OSRO), with personnel totaling over 1,789 on scene
(1). These tactical resources were deployed over 110 river
miles of the Mississippi River,
which presented the daunting task of tracking response resources
juxtaposed to changing response priorities and tactics. As

Congress Legislation introduced last week
by members of the House of Representatives and the Senate could spur
development of U.S. marine and hydrokinetic energy
resources-a sector in which the U.S.
